The study presents the results of the analysis of the legislative framework, public consultations with stakeholders at the central and local levels, and a survey of experts, leaders of non-governmental organizations and representatives of central executive authorities on the reasons for the lack of effective control over the use of public resources, gaps and problems in the current policy on public finance control and the possibilities for solving them.
