Мета цього дослідження - відстежити нарощування фінансового потенціалу громад облцентрів після реформи децентралізації в Україні та оцінити забезпеченість органів місцевого самоврядування (ОМС) фінансовими ресурсами задля виконання своїх повноважень.

The purpose of this research is to track the build-up of the financial capacity of regional center communities after the decentralization reform in Ukraine and to assess whether local governments have the financial resources to fulfill their responsibilities.
