У межах партнерства проєкту “Єднання для громади”, що реалізується ІСАР Єднання за підтримки Європейського Союзу, Фонду «МХП-Громаді» та дослідницького центру Info Sapiens розроблена унікальна для України методологія, що дозволяє громадам оцінювати свій розвиток комплексно через поєднання статистичної інформації та досвіду самих мешканців. Індекс успішності розвитку громад - принципово новий спосіб подивитися на розвиток громади не як на набір показників і цифр, а як на те, як ці показники проявляються у реальному житті людей. Методологія індексу враховує економічні, безпекові та соціальні показники, включно з рівнем громадської участі мешканців. Індекс не є рейтингом “кращих” і “гірших”. В основі підходу лежить поєднання об’єктивних даних та суб’єктивної думки мешканців. Робота над Індексом включала: аналіз українських і міжнародних підходів до вимірювання розвитку територій; формування системи показників на основі відкритих державних даних; консультації з представниками органів місцевого самоврядування, громадського сектору, бізнесу та аналітичного середовища; пілотування інструменту у громадах різного типу у 2025 році; доопрацювання методології з урахуванням результатів тестування та зворотного зв’язку. Індекс успішності громад створено як локально адаптований інструмент комплексного оцінювання розвитку територіальних громад України. Його ключові особливості: - оцінює ключові сфери життя громади (безпека, економічний розвиток, соціальна сфера, інфраструктура, управління, громадянська участь та добробут мешканців) - поєднує об’єктивні дані (статистика, бюджетні показники) та суб’єктивні оцінки мешканців - враховує специфіку українського контексту, зокрема фактор безпеки та воєнні ризики - використовує інтегральний індекс та оцінки за окремими сферами, що дозволяє бачити сильні сторони та проблемні зони громади - орієнтований на практичне використання у стратегічному плануванні та прийнятті управлінських рішень Індекс дозволяє громадам отримати цілісну картину розвитку, визначити пріоритети та формувати обґрунтовану політику місцевого розвитку

Within the framework partnership between EU-funded “Unity4Community” project, implemented by ISAR Ednannia, the MHP–Hromadi Charitable Foundation, and the research agency Info Sapiens, a methodology unique to Ukraine has been developed. It enables communities to assess their development in a comprehensive way by combining statistical data with the lived experiences of community residents. The Community Development Success Index represents a fundamentally new approach to understanding community development - not as a set of indicators and figures, but as a reflection of how these indicators manifest in people’s everyday lives. The Index methodology incorporates economic, security and social dimensions, including the level of civic participation. Importantly, the Index is not a ranking of “better” or “worse” communities. Instead, it is based on a combination of objective data and residents’ subjective perceptions. The development of the Index included: analysis of Ukrainian and international approaches to measuring territorial development; development of a system of indicators based on open government data; consultations with representatives of local self-government, civil society, business and the analytical community; piloting of the tool in different types of communities in 2025; refinement of the methodology based on testing results and feedback. The Community Development Success Index has been developed as a locally adapted tool for comprehensive assessment of territorial community development in Ukraine. Its key features include: - assessment of key areas of community life (security, economic development, social sphere, infrastructure, governance, civic participation and well-being) - combination of objective data (statistics, budget indicators) with subjective assessments of residents - consideration of the Ukrainian context, including security factors and war-related risks - use of both an integrated index and sectoral scores, enabling identification of strengths and areas for improvement - orientation towards practical application in strategic planning and decision-making The Index enables communities to obtain a holistic picture of their development, define priorities and develop evidence-based local policies.
