Дослідження проведено Національною асоціацією сільськогосподарських дорадчих служб України (з вересня 2025 по березень 2026) з метою оцінки стану співпраці ОГС з органами влади у сфері аграрного та сільського розвитку України та їхнього впливу у прийнятті рішень. Дослідження базується на опитуванні 146 представників організацій громадянського суспільства та 176 представників органів влади, включаючи органи місцевого самоврядування. Представлено аналіз рівня участі ОГС у формуванні та реалізації державної політики, ефективності існуючих механізмів взаємодії, форм комунікації, інструментів впливу на прийняття рішень, ресурсного забезпечення, бар’єрів співпраці та впливу війни на взаємовідносини між сторонами. Особливістю дослідження є використання «дзеркальних» анкет для ОГС та органів влади, що дозволило порівняти сприйняття одних і тих самих процесів різними учасниками взаємодії. Отримані результати дають змогу виявити сильні та слабкі сторони існуючих механізмів партнерства, визначити розбіжності в оцінках сторін та сформувати практичні рекомендації щодо посилення участі громадянського суспільства у виробленні аграрної політики та розвитку сільських територій. За підсумками дослідження підготовлено комплекс рекомендацій для організацій громадянського суспільства, органів влади, міжнародних партнерів і донорських організацій, спрямованих на підвищення ефективності публічного управління, розвиток партнерства, посилення демократичного врядування та підтримку реалізації Стратегії розвитку сільського господарства та сільських територій України до 2030 року.

The study was conducted by the National Association of Agricultural Advisory Services of Ukraine between September 2025 and March 2026 to assess the state of cooperation between civil society organizations (CSOs) and public authorities in the field of agricultural and rural development in Ukraine, as well as their influence on decision-making processes. The study is based on a survey of 146 representatives of civil society organizations and 176 representatives of public authorities, including local self-government bodies. It provides an analysis of the level of CSO participation in the formulation and implementation of public policy, the effectiveness of existing cooperation mechanisms, communication practices, tools for influencing decision-making, resource availability, barriers to cooperation, and the impact of the war on relations between the two parties. A distinctive feature of the study is the use of “mirror” questionnaires for CSOs and public authorities, which made it possible to compare how different stakeholders perceive the same interaction processes. The findings help identify the strengths and weaknesses of existing partnership mechanisms, reveal differences in the assessments of the parties involved, and formulate practical recommendations for strengthening civil society participation in agricultural policymaking and rural development. Based on the study results, a comprehensive set of recommendations was developed for civil society organizations, public authorities, international partners, and donor organizations. These recommendations are aimed at improving the effectiveness of public governance, fostering stronger partnerships, enhancing democratic governance, and supporting the implementation of Ukraine’s Strategy for the Development of Agriculture and Rural Areas until 2030.
