Основні досягнення включають цифровізацію послуг через портал «Дія», нові податкові пільги для надавачів соціальних послуг та прогрес у євроінтеграційних реформах. Водночас автори висловлюють занепокоєння через фінансові виклики, ризики для свободи вираження поглядів та потенційний вплив закону про лобіювання на адвокаційну діяльність. Звіт підкреслює роль України як фронтира світової демократії, де громадський сектор поєднує гуманітарне реагування з активною участю у державотворчих процесах. На завершення документ пропонує низку пріоритетних рекомендацій для зміцнення партнерства між державою та суспільством задля післявоєнного відновлення.

The CSO Barometer 2025 analyses the state of and operating conditions for civil society in Ukraine amid the ongoing war. The document assesses the legal framework and the practical implementation of organisational rights across eleven key areas, highlighting the resilience of democratic institutions despite external threats. Key achievements include the digitalisation of services through the Diia portal, new tax incentives for providers of social services, and progress in EU integration reforms. At the same time, the authors express concern over financial challenges, risks to freedom of expression, and the potential impact of the lobbying law on advocacy activities. The report underlines Ukraine’s role as a frontier of global democracy, where the civic sector combines humanitarian response with active participation in state-building processes. Finally, the document offers a number of priority recommendations aimed at strengthening partnership between the state and society in support of post-war recovery.
